The model of flexicurity is a combination of easy hiring and firing, high benefits for the unemployed and a pro-active labour market policy. It was first implemented in Denmark by the social-democratic prime minister Poul Nyrup Rasmussen in the 1990s. Flexicurity is a combination of the words flexibillity and security, both in relation to the labour market.
