The Hampton Court Agenda: a Social Model for Europe

The material contained in this pamphlet is the result of a Policy Network research programme on the future of the European Social Model. The programme launched in July 2005 had two objectives. First, to provide a comprehensive academic analysis of the challenges facing the European Social Model, and to identify innovative policy responses to these. Second, to stimulate policy proposals and reform of the European Social Model amongst the progressive community across Europe.

Much of the intellectual work was carried out during the UK Presidency of the European Union, under the academic supervision of Anthony Giddens, led by Francois Lafond. Two initial contributions by Roger Liddle and Anthony Giddens summarise the new challenges facing Europe's Social Model and shape the orientations of the whole project. Twenty leading European academics and thinkers have participated in this large-scale project and have written papers on specific policy areas.

The participants in this Policy Network project were invited to present their work as well as specific proposals to the UK Prime Minister, Tony Blair, one week before the European Council in Hampton Court.

Although thse essays have already been posted on the UK Presidency website, as stimulating contributions, we are certain that publishing them together in a single volume is useful for the development of the debate. In addition, two original contributions have also been included in this volume.

This collection of essays, which has been diligantly edited by Nathaniel Copsey, is an important step to the ongoing debate in Europe on the Future of the European Social Model. Since October 2005, Policy Network hs organised and will continue to run a series of national debates and seminars across European cities: Rome, Amsterdam, Paris, Budapest, Venice, Berlin, Madrid and Helsinki reflecting the differing perspectives from country to country.

Policy Network is proud to present these research findings and it is our hope that they will contribute towards the forging of a new consensus for reform.
