Flexicurity The concept of ‘flexicurity’ attempts to find a balance between flexibility for employers (and employees) and security for employees. The Commission’s 1997 Green Paper on ‘Partnership for a new organisation of work’ stressed the importance of both flexibility and security to competitiveness and the modernisation of work organisation. The idea also features prominently in the ‘adaptability pillar’ of the EU employment guidelines, where ‘the social partners are invited to negotiate at all appropriate levels agreements to modernise the organisation of work, including flexible working arrangements, with the aim of making undertakings productive and competitive and achieving the required balance between flexibility and security.’ This ‘balance’ is also consistently referred to […]
European entrepreneurs see bright future ahead 2007 is looking brighter for the vast majority of European businesses, whose confidence has been boosted by this year’s stronger-than-expected economic growth. However, the benefits are not being felt universally. Brief News : European companies are more confident about the business situation in Europe than in the past six years, according to an annual survey of the Association of European Chambers of Commerce and Industry (EUROCHAMBRES), released on 4 December 2006. The report, which measures the mood among entrepreneurs for the coming year, shows that businesses across Europe believe that both export and domestic sales will improve in 2007, raising overall turnover and fostering optimism about investment and employment. Expectations […]
Finland's globalisation working group recommends "flexicurity" A globalisation working group of the secretariat for the economic council of Finland said Monday that the Finnish government should reduce employees' protection against dismissal and increase company-level wage determination. A report given to Prime Minister Matti Vanhanen (centre) added that owing to the effects of globalisation it was increasingly difficult to maintain wage structures that did not reflect productivity. The working group's conclusion is that wages should be allowed to be determined at company level more than they currently are. In essence, the working group is prepared to take the Finnish labour market down the road pioneered by Denmark in the 1990s, sometimes dubbed "flexicurity". […]
Forum 2005 – Reconciling labour flexibility with social cohesion Social cohesion and flexicurity – The example of Denmark, Claus Hjort FREDERIKSEN, Minister for Employment All European countries are facing the same challenge: Externally, globalisation places new demands on enterprises, employees and the labour markets. Internally, the demographic development – with an increasing number of elderly people and fewer active workers – puts pressure on the welfare systems and the possibility of attracting human resources. We cannot and we shall not work against globalisation. We must be prepared to reap the advantages of globalisation. For globalisation works both ways. We have seen this in Denmark. We have lost jobs but at the same time we have gained just as many. If we prepare and plan […]
Bulgaria Refreshes Business Climate in Europe On EU Doorstep: 5 December 2006, Tuesday.European companies, including from their newly acceding colleagues from Bulgaria, have shown greater confidence for the year ahead, and expect growth for all major economic indicators. Following an overall positive business climate in 2006 and confidence boosted by stronger-than-expected economic growth, the coming 2007 is looking brighter for the vast majority of European businesses, according to an annual survery of Eurochambers. The report of the Association of European Chambers of Commerce and Industry (EUROCHAMBRES), released this week, shows that businesses across Europe believe that both export and domestic sales will improve in 2007, raising overall turnover and fostering optimism about […]
EU to help soften blow of VW redundancies The European commission says it will propose a series of measures to help soften the blow of thousands of job cuts announced by Volkswagen. The carmaker has announced that it will end production of the Golf compact car at its Brussels factory, leading to 3600 redundancies at the Belgian site. The news was greeted with shock and anger in Brussels, with workers demonstrating and Belgian premier Guy Verhofstadt declaring that “I am disappointed to see that national interests are basically the reason for this decision”. VW will keep 1500 workers at the Brussels factory to build the Polo car, while the Golf will be made at the carmaker’s two plants in Germany. Danuta Hübner and Vladimir Spidla, the commissioners for regions and employment, […]
EU to call for more labour-law flexibility By Jan Strupczewski BRUSSELS (Reuters) - The European Union should modernise labour laws to meet the economy's need of greater flexibility, but also seek to maximise worker protection, the European Commission will say this week. Workers at the Amazon.co.uk warehousenorth of London, November 17, 2006.REUTERS/Dylan Martinez In a report on what the EU should do to boost jobs and achieve sustainable growth, the EU executive advocates a combination of flexibility and security, or "flexicurity," to help the European labour market take on the double challenge of fierce Asian competition and an ageing society. "Rapid technological progress, increased competition stemming from globalisation, changing consumer demand and significant […]

The paper contains a brief history of the concept and its operational definition. To monitor effects of flexicurity policies in Europe, flexicurity indicators are constructed. The European flexicurity polices are analyzed in the […]

Analyse intéressante des relations entre la mondialisation et le marché du travail qui reprend partiellement la typologie établie par André Sapir... International trade raises the standard of living for most people in any country, but inevitably results in a loss of jobs for a few. The challenge for governments is identifying and implementing policies that support readjustment of those few workers at a reasonable cost. International trade accounted for about 4 percent of layoffs in Canada, the US and the EU in 2000, according to the Organization for Economic Cooperation and Development (OECD). Nations react to such layoffs with a range of policies: minimal state intervention and a flexible labor market, as found in the US; ample public support combined with strict government […]
Danes can show Europe the way Bruce Stokes YaleGlobal MONDAY, MAY 22, 2006 WASHINGTON Sarah Surratt is a serial casualty of the trade wars. For 21 years, Surratt worked for Allied Signal in Kannapolis, North Carolina, until her job was moved to Mexico in 1992. She was lucky to snare a post at Pillowtex, a local textile maker. But in July 2003, she was again out of work, when Pillowtex, unable to compete with rising imports, shut down. Surratt then found work at a local community college, making 29 percent less than she did at Pillowtex.Surratt is not alone. The average American who loses his or her job due to trade stands a one-in-two chance of making less money in a new position, assuming he or she can get one. In a recent study by the U.S. Government Accountability Office of four […]
Free trade may offer macroeconomic benefits, but it also claims human victims – laid-off workers who are lucky to find new jobs for less pay. The developed nations of Europe, with established manufacturing centers and generous social benefits, employ a range of strategies to compete globally with nations that have lower wages and minimal social protections. The second in this two-part series analyzes how Denmark prepares its economy for globalization while protecting workers. With a deliberate response to globalization and a program called “flexicurity,” Copenhagen offers laid-off workers a generous social safety net. If old jobs prove to be lost for good, the workers must undergo retraining for new jobs at government expense. As a result, Danish citizens do not fear change. By taking […]
